Also speaking as an individual, I agree with Simon.

We should find a way to help increase the number of people participating, and I
too am optimistic submit powers and voting would be used wisely.

The code base is large and diverse. I think in the long run, it only makes
sense to have trusted individuals steward areas of interest, to move those
forward.

The plan for release managers (or Maintainers as I see it) of stable releases
makes a good deal of sense to me.
