It needs a few updates related to the comments.

Yes but the fix for those should be pretty straightforward.  I don't
really consider it a huge issue.  How often has this happened in
reality?  Multiple people trying to (re)start/shutdown might be the only
real concern.

I was waiting for more comments before generating a new patchset.  If
there are no new comments, I could generate a new patchset.
