After all the discussion I decided to submit the least complex possible
implementation: no authuser or authuser+foreign user support.  Only the
default which is the old behavior (anyuser) and the option to restrict
to admin only.

This is already useful for me at least and I think it's a good starting
point for further development when we have the infrastructure to talk to
the ptserver.

Thank you all for your valuable feedback and the help you provided in
understanding the relevant concepts in Kerberos and AFS.

In gerrit there is an option for inviting people for review, should I do
that or should I just wait for reviewers to find the new changeset on
their own?
