In Fedora rawhide, the filesystem package now includes a subpackage called filesystem-afs that creates the /afs subdirectory and applies the appropriate SELinux label to it. https://bugzilla.redhat.com/show_bug.cgi?id=1720232 This will be in Fedora 31. David
