[OpenAFS-Doc] documentation priorities

I think the biggest need right now is revision of the DocBook
documentation.  The man pages are now in fairly good shape -- there's
work to be done, but they mostly reflect reality.  Work on the Quick
Start Guide has mostly just started, and the other manuals have I think
basically not been touched and are horribly out of date in spots.
