[OpenAFS] seeking CellServDB entry submissions for OpenAFS inclusion

As IBM does not wish to have a the CellServDB distributed with OpenAFS
seeded from the one Transarc distributes, I volunteered to compile a new
CellServDB to be distributed with OpenAFS.(*)

Please send any submissions of CellServDB entries for organizations which
you are affiliated and authorized to submit to cellservdb@central.org.
Please include a contact email address so that if your cell has
"apparently vanished" at some point in the future you can be contacted for
updates.

Please do not submit entries for other organizations. While having a cell
merely unpublished does not protect the cell from being discovered, this
is intended to be a voluntary process for people who wish to advertise
their cell to the users of OpenAFS.

If any cell you submit is turned off or moved please also submit an update
or delete request.

* In the future OpenAFS presumably have DNS AFSDB RR support enabling more
dynamic configuration of the client, but in the meantime having a useful
CellServDB to distribute seemed like a good idea.
