Well, you could:
	0) generate ptdb
	1) generate root.afs that only contains the new cell
	2) generate root.cell
	3) start afsd
	4) get tokens
	5) rebuild root.afs

I don't see why you need tokens, tho.. You can keep the cell with
security turned off for the short-time it takes to populate root.afs
and root.cell.
