[OpenAFS] AFS partion creation failure under Solaris 7 -64bit

I am going through the setup directions from IBM Transarc's web site.
The machine is a: SunOS talker 5.7 Generic_106541-04 sun4u sparc 
SUNW,Ultra-5_10
Any guidance would be appreciated.
When I get to the point of creating a partition. I get:

# ./vos create talker /vicepa root.afs -cell cerb -noauth
Could not fetch the list of partitions from the server
Possible communication failure
Possible communication failure

# ./bos status talker fs -long -noauth
Instance fs, (type is fs) temporarily disabled, stopped for too many 
errors, has
  core file, currently shutdown.
     Auxiliary status is: file server shut down.

     Command 1 is '/usr/afs/fileserver'
     Command 2 is '/usr/afs/volserver'
     Command 3 is '/usr/afs/salvager'
