[OpenAFS] will transarc put openafs cells in their CellServDB?

I was under the impression that OpenAFS was planning to host a list
of OpenAFS cells, so users could grab the list from both places.

Hopefully the "AFSDB RR" support will reduce the need for CellServDB
files.
