[OpenAFS] Disconnected operation

Hello,

I quickly browsed through the OpenAFS docs and the archives of this
mailinglist, but couldn't find anything about disconnected operation
(for laptop users or during network failures). It this possible with
OpenAFS?

Is there a Windows port available?
