[OpenAFS] NetBIOS on Win2K won't ReEnable

I had this same problem. The way I fixed it:

1. Uninstall AFS.
2. Uninstall the MS client and the ip protocol.
3. Reinstall the ip protocol and ms client

    It should work after doing that. It's definitely a bug in the
windows version.
