Unfortunately that doesn't help you if you want to build for a
specific kernel version.  However, you are right that perhaps the
configure script should check for /usr/src/linux-2.4 if it cannot find
/usr/src/linux.

The whole point of this exercise is to build for a specific kernel
version.  You may have multiple kernel-source packages installed,
in which case /usr/src/linux-2.4 will point to the most recently
installed version.  This many not be the version you want to compile
against.
