[OpenAFS] openafs on openbsd

I'm a newbie trying to load openafs on an openbsd 3.0 computer.  I 
downloaded the openafs source and untarred it.  Then I did a:

cd /root/openafs-1.2.3/src/config/
cp Makefile.i386_obsd29.in Makefile.sys.in
cp param.i386_obsd29_usr.h param.sys_usr.h
cp param.i386_obsd29.h param.sys.h

Next I:

./configure --with-afs-sysname=sys

I get an error, "can't find /lib/cpp"

What do I need to do?  Is this the right procedure for installing openafs on 
Openbsd?  Help and advise very much appreciated.
