[OpenAFS] Please...help... os x installation woes

I ran:
./bos restart mac.linux.bogus -all -cell delackner.org -noauth

And the BosLog showed the fs ending, then I noted the fileserver PID had changed.

Still vos complains when I run:

./vos create mac.linux.bogus /vicepa root.afs -cell delackner.org -noauth
vos : partition /vicepa does not exist on the server
