[OpenAFS] --enable-obsolete doesn't always

I noticed that the generated Makefile explicitly refuses to generate
the NTP utilities (ntpd, ntpdc, runntp) on Solaris 8, Linux, FreeBSD
and Darwin/PPC, even when configure is executed with the
--enable-osolete flag.  Is there a technical reason for this (i.e. -
the code doesn't work properly on those platforms), or is this just a
way to discourage the use of the deprecated built-in NTP tools on
platforms that already come with modern, sane NTP implementations as
part of the default install?
