[OpenAFS] Unable to delete volume

I removed the vol-header, "bos shutdown"ed, "remsite"d the ro on ganges,
"bos startup"ed: no zero-sized vol-header in /vicepa.

I "addsite"d c.sscd to ganges/vicepa, still no zero-sized vol-header.
The empty vol-headers appears when c.sscd is released.

After bos restart FileLog shows:

 Mon Aug 26 23:50:56 2002 VAttachVolume: Error reading volume header /vicepa/V0536870933.vol
 
None of the other logfiles show anything except of "... started", Salvager
didn't run.
