[OpenAFS] problem creating volumes

When attempting to create a volume:

vos create <servername> /vicepa dummy.volume

I receive this error:

Could not get an Id for volume dummy.volume
VLDB: no permission access for call
Error in vos create command.
VLDB: no permission access for call

The user attempting to create the volume is listed in the output of bos
listusers <servername> and is properly authenticated.  This behavior is
consistent for any user added to /usr/afs/etc/UserList.  klog to admin and
the problem goes away.

Is there something I am missing?
