[OpenAFS] afs-3 Programmers Reference

There don't seem to be pointers to the programmers reference anywhere on
the openafs.org web site.
Is this an oversight, or intentional? If intentional, what is the
rationale?

I think that without access to documentation providing this sort of
overview, it is very hard for interested
volunteers to get up to speed enough on what's going on inside afs to
start helping with development, and it's not at all obvious to the
uninitiated that these documents exist, let alone where to find them.
