There's the ones that come as part of the WinNT cliet.

AFS Account Manager - Manage accounts and group information
AFS Server Manager - Manage volumes and server information

There's also the right-click menus on directories for managing ACLs.
It's been a while -- I don't remember if you can manage quotas from there
or not.

Plus there's the Java API, if you wanted to create your own.

I know lots of people have their own custom web-based tools for managing
users, resetting passwords, home directory quotas, etc.  I'm not aware of
any pre-packaged web interfaces, however.
