[OpenAFS] "error reading cell database Can't get local cell name!"

Well that does not do the job. The origin of problem the problem is here :
stat64("/usr/local/etc/openafs/CellServDB", 0xbfffcd60) = -1 ENOENT (No
such file or directory)
So why when doing klog in a user account it searches these files in
/usr/local/etc/openafs/ and not in /usr/vice/etc as it does when logged
as root ?
