[OpenAFS] vlserver sync failure... VPN a problem?

I've tried restarting them in a number of different
ways (as suggested in docs), up to and including
rebooting both machines.

The only thing pertinent in any of the logs are these
repeated (and inscrutable) messages from the second
server's VLLog:

with server 10.0.0.2
Thu May 23 02:57:19 2002 Ubik: Synchronize database
with server 10.0.0.2 failed (error = 1)
