No, vos release should be done because otherwise clients will fail to
find the new volume on disk -- it will be in the VLDB but not be on
the disk at that location.  Whenever you 'addsite' you want to
'release' so that site gets populated.  The 'addsite' just modifies
the vldb -- it does not change on-disk data.
