[OpenAFS] Moving top level RO volumes

Actually, if I remember correctly, remsite was intended for crappy
clients that couldn't handle a read-only volume going away.

Problem is, by using remsite, you are intentionally creating a situation
where the file server and vldb are out of sync. Using 'vos remove' keeps
that from occurring.=20
