[OpenAFS] Package in OAFS 1.2.7

if anywhere it would be in ${afsws}/bin, not /usr/vice/etc, but a quick
check shows the rpms include neither package nor mpp

which reminds me, one of these days i should look at themis and figure out
if it's really a complete replacement, and perhaps add documentation
pointing people at it.
