No, but you can grab the source RPM, update the spec file to add 
"--enable-tivoli-tsm" to the configure command line, as I do.

It's all in the spec file, which you'll find either in your SPECS 
directory (possibly under /usr/src/redhat) if you install the source 
RPM.
