No, a third-party program cannot "create" files with uid 0.  It can,
however, 'chown' a file to uid zero if you have system:administrator bits.
For example, "cp -p" will create a uid-0 file, as will a 'tar -x'.

I do wonder why this is an issue for you, unless you are doing
something strange (and unsupported) like running your root filesystem
out of AFS.
