[OpenAFS] vos changeaddr -remove isnt removing an unreachable server

vos remsite will work indeed, assuming you're sure you have no useful data
remaining on the server you're removing from the cell.

In general, that means no RW volumes, and that each RO on the server to be
decomissioned is definitely available on at least one other server.
