[OpenAFS] 'read' AC right - what does it do?

Hi,

(at least) according to Campell's  book 
"read(r) -- Permission to read file content and
 to query file status"

But in OpenAFS 1.2.8 I cannot read a file
sitting in a directory which has only read in
its ACL.

Is the read permission (without lookup permission)
useless?
In practise - if it were working - it's quite
useful as one can use the filename like a key.
