[OpenAFS] Key version number problem - creating new fs

I'm creating new file server to an existing cell.
When I do "bos create hostname fs fs ..." I get the error

bos: failed to create new server instance fs of type 'fs' (ticket
contained unknown key version number)

I have the admin credentials in the time I run the command.
What's wrong?
