[OpenAFS] cross-device link error from "vos release"

We are running 1.2.10 on a RedHat 9 machine and seeing the following problem:

A "vos release" on certain volumes results in a failure message like this:

$ vos release cygwin-shared
Failed to reclone the RW volume 536871295
: Cross-device link
Error in vos release command.
: Cross-device link
$

Dropping the replica on the same partition as the RW volume eliminates the error.
