[OpenAFS] can't mount AFS on /afs(22)

I don't know why afsd can not mount /afs !

I just installed openafs 1.2.10 with following option:
(1) ./configure --with-afs-sysname=i386_linux24 --with-linux-kernel-headers=/usr/src/linux --prefix=/usr --sysconfdir=/etc --localstatedir=/var
(2) make
(3) make install dest
(3)create /etc/openafs/server/ThisCell
(4)create /etc/openafs/server/CellServDB
(5)create /var/openafs/logs
(6)create /etc/openafs/cacheinfo
(7)create /var/cache/vice
...
I used following documention to install:

But when I want to start the afsd I get following lines:
	afsd: All AFS daemons started.
	afsd: Can't mount AFS on /afs(22)
What can I do??
Where is the problem?
