[OpenAFS] 1.3.70 and windows environment variables

Before 1.3.70 we were able to use the windows %username% variable in the 
drive map for multi-user computers. (ie: 
/afs/<cellname>/usr/%username%/) This appears to no longer work.  I 
thought maybe this was an issue with SP2 but I have verified that it 
also occurs on a pre-SP2 box running the 1.3.70 client. Any help would 
be appreciated.
