I ran the "fs mkmount" command again, and got the same error.
At some point the entire system froze up and I had to power-cycle it. 
I suspect it was because the screen save kicked in.  I changed the 
settings so that wouldn't happen again.

When it came back up, I logged in again, re-ran all the commands in 
sequence. When I ran the first of the "fs mkmount" commands, it 
"succeeded" with the same error above.  I re-ran the command, again, 
got the same error, then proceeded with the second of the "fs 
mkmount" commands, which took just as long, if not longer than the 
first, to complete.  When it finally did, it provided this error:

    cell permabit.com -rw
    pioctl CreateFile(\\afs\all\\_._AFS_IOCTL_._) failed: 0x      40
            [The specified network name is no longer available.
    ]
    pioctl logon user: [administrator]
    pioctl WNetAddConnection2(\\afs,administrator) failed: 0x40
    pioctl Transceive WriteFile failed: 0x6
    fs:'\\afs\all\.permabit.com': code 0x0

Following this with "fs lsmount \\afs\all\permabit.com" now returns:

    C:\Documents and Settings\Administrator>fs lsmount \\afs\all\permabit.com
    pioctl CreateFile(\\afs\all\\\_._AFS_IOCTL_._) failed: 0x      40
            [The specified network name is no longer available.
    ]
    pioctl logon user: [administrator]
    pioctl WNetAddConnection2(\\afs,administrator) failed: 0x40
    pioctl Transceive WriteFile failed: 0x6
    fs:'\\afs\all\permabit.com': code 0x0

This work-around seems to not like me.  If 1.3.7700 is going to be
released with a bugfix soon, I can wait for that, or if not, I can 
step down to 1.3.7000 again, since that seems to work just fine here.
