[OpenAFS] HELP! We 've lost our sync site

The fix is trivial if you're able to build from source.

edit src/ubik/beacon.c, and change 0x3fffffff to 0x7fffffff. There
should only be one instance of that number in the code. Then recompile
and update the db server binaries (vl,bu,pt,ka).
