[OpenAFS] DB elections failing

You need to upgrade to OpenAFS 1.2.11, which is now available from
www.openafs.org.  This is a bug in all earlier versions of AFS resulting
from mishandling of time values (only the first 30 bits were used, and we
just now started needing 31 bits).
