Except today, the most common cause of the problem is that it is after 
January 10, 2004 13:38:03 UTC and your database servers are still running 
something older than OpenAFS 1.2.11. :-)

There is a bug in all IBM AFS versions(*) and OpenAFS versions older than 
1.2.11 which causes quorum election to always fail after that date.  The 
solution is to upgrade to OpenAFS 1.2.11; there is no workaround.


(*) IBM has released updated ptserver, vlserver, kaserver, and buserver 
binaries which contain a fix for this problem.
