Because CVS manages source files, and configure is not a source file -- it 
is generated by autoconf as part of the process of preparing the 
distributed source tarballs.  If you are going to build sources you check 
out from CVS, you will need to run regen.sh in the top level to construct 
the configure script and other non-source files included in the distributed 
tarballs.  You will also need to have autoconf and automake installed on 
the machine where you do this.
