[OpenAFS] cache managers on openAFS clients NOT caching

If you shut down the cache manager it will forget the last two minutes or so
of activity.  This is to protect against using a cached file that may be in
an inconsistent state due to unexpected shutdown or failure.  This is almost
never a problem in normal use.
