[OpenAFS] linux byte-range locking FYI

Although the AFS kernel module prints a warning on the console,
tests indicate that *local* byte-range locking on a file in AFS
works properly on my RedHat 9 machine.  It looks like the linux
kernel falls back to an internal byte-range locking implementation if
the filesystem driver fails.
