'@' characters are special in pts names, specifically for this purpose.
In order to create the foreign user 'frank@alpha', you must first create 
the cross-cell group 'system:authuser@alpha'.  Then the ptserver will allow 
you to create frank@alpha (in fact, it will allow frank@alpha to create 
himself -- a feature which some versions of aklog will make use of 
automatically).
