[OpenAFS] clarification on client caches

Proceed to hang for how long?

I don't have 30GB configured so when I fs setca 30000000 and then fs
getca I get:

AFS using 84688 of the cache's available -1294967296 1K byte blocks.
[Cache guideline temporarily deliberately exceeded; it will be adjusted
down but you may wish to increase the cache size.]

I was sure I recalled that AFS would dynamically create more Vfiles if I
changed cache size considerably.  Too soon for senile dementia, one
hopes.
