[OpenAFS] More on bosserver failures / Suse 9x

This goes back to the default setup of a restart every week in BosConfig
discussed in the mailings.

The Stanford folks run forever as am I on SuSe since I removed the automatic
restart.

There's a patch for this in RT. Bad assumption in rx_clock.
