[OpenAFS] Root.cell always busy on servers

Vos zap root.afs.readonly works fine
Vos release root.afs works fine

Vos release root.cell does not
Vos syncvldb on the slave server carps about root.afs on it being an orphan
RW volume

There are also old volumes left on the sync server /vicepa (used to be
.readonly)

Should all the RO volumes be zapped either by name or id number on both
servers?

The slave server has root.afs and root.cell RW volumes. Should they be
zapped only on the slave server?

I.e. get down to basic RW volumes on the sync server and replicate from
there?
