[OpenAFS] openssh-4.0p1 + AFS tokens

Patches to get tokens (preliminary version) for openssh-4.0p1 are here:
 /afs/.rrz/admin/public/Inst-openssh-4.0p1.tar
Features:
- root also gets a pag
- can do AFSTokenPassing if protocol 1
- can get tickets/tokens by calling externals ( klog/afslog ;
  kinit/gssklog )
- also tries 'public/authorized_keys' ( acl rl ) so AFS users need not
  open .ssh/ where the identities are. Not for root.

This compiled on RedHat 2.4-Kernel. Note: define IOCCOM on Sun/Irix
