[OpenAFS] quorum election

I have just run into a quorum problem, latest version of openafs 1.2.13.

It is serving files fine but I can not create volumes or pts entries, I
have tokens and I am a SUser.

[root@qualmish logs]# pts createuser mvz 260
pts: no quorum elected ; unable to create user mvz with id 260 

[root@qualmish logs]# vos create qualmish.csic.umd.edu /vicepa users.mvz
Could not get an Id for volume users.mvz
u: no quorum elected
Error in vos create command.
u: no quorum elected

[root@qualmish logs]# bos status qualmish.csic.umd.edu
Instance buserver, currently running normally.
Instance ptserver, currently running normally.
Instance vlserver, currently running normally.
Instance fs, currently running normally.
    Auxiliary status is: file server running.
