Well, yes and no:

[root@tsl4 ~]# grep -i preempt /lib/modules/2.6.9-5.0.3.EL/build/.config
# CONFIG_PREEMPT is not set
CONFIG_PREEMPT_VOLUNTARY=y

I have to admit that right no I have little clue what this actually means.
