[OpenAFS] Time on AFS-cell

Hi, it's me again...

Now a question about time in the AFS cell.
My partner here told me, in the AFS cell should only one database-server enabled
ntp, all other should have ntp disabled.
Now I assume, if all clients has ntp enabled, all client has the same time and
so they are snyced with the AFS-cell-time.
But we see here some time-shifts on clients.
So, what's the best way with OpenAFS 1.3.74++ ?

And another quick: in RedHat packages, where can I find the option for memcache
and for diasable the AFS time?
