Your age is showing, Todd. :-)

It's been many years and many AFS versions since a quorum was required for 
_read_ access to either the VLDB or PRDB.  So a lack of quorum will impact 
things like creating, moving, and releasing volumes, creating and modifying 
users and groups, etc, but will not prevent access (even write access) to a 
volume that is otherwise online.
