[OpenAFS] HP-UX 11.23 pa-risc

We have it running on ia64 11.23, and pa-risc 11.0 and 11.11
Don't have any pa-risc 11.23 yet.

I would expect it would not take much to get it to work.
The changes would need to be in the src/libafs/MakefileProto.HPUX.in
to combine the hp_ux11i with the ia64_hpux1123
as I assume the kernels are the same, and the compiler
supports the newer 11.23 options. You wojuldneed a new sysname.





/afs/anl.gov/appl/OpenAFS-dev3/dist-1.3.70/ia64_hpux1123

If there is more interest I can build it for a newer version.
