Well, 1.4 isn't out yet, though there are release candidates available.
But yes, you can mix 1.2 and 1.4 fileservers in the same cell.  Of course, 
large files will be supported only on 1.4 fileservers, and only if the 
client is also 1.4 (or at least 1.3.something).
